Post-Conflict Urban Redevelopment Strategy for a Syrian Municipality
A municipal government in Syria sought expert guidance to support the redevelopment of critical urban infrastructure and revive public services after years of conflict. The goal was to create a comprehensive and sustainable urban recovery plan that would restore functionality, attract investment, and improve quality of life for returning residents.
The municipality faced extensive challenges, including widespread damage to housing, public buildings, and utilities; informal settlement growth due to displacement; poor urban planning enforcement; and limited access to funding or technical expertise. Moreover, infrastructure resilience, zoning clarity, and integration of essential services were lacking, making reconstruction efforts fragmented and inefficient.
Eurogroup Consulting developed a strategic urban redevelopment roadmap focused on phased recovery, prioritization of public infrastructure, and alignment with national reconstruction goals. The plan integrated spatial planning, infrastructure restoration, and economic revitalization while embedding community engagement and social inclusion into every stage of development.
Our engagement began with a detailed damage and needs assessment, combining satellite imagery analysis, field visits, and stakeholder consultations. We mapped critical infrastructure gaps, reviewed existing urban plans, and analyzed demographic shifts. Based on these findings, we designed a phased redevelopment strategy including:
Land use planning and zoning revisions
Public building rehabilitation prioritization (e.g., schools, clinics, municipal buildings)
Infrastructure resilience upgrades (water, electricity, sanitation)
Housing reconstruction frameworks, including modular and community-based approaches
Regulatory capacity building for local authorities
Identification of funding channels (including international donors and public-private partnerships)
We recommended a centralized project management office to oversee implementation, creation of public-private mechanisms for housing investment, and the adoption of climate-resilient infrastructure standards. Additionally, we proposed a digital platform to track reconstruction progress, improve transparency, and foster citizen feedback.
Our involvement enabled the municipality to transition from fragmented response efforts to a structured urban recovery framework. Tangible outcomes included accelerated rehabilitation of core infrastructure, clearer zoning policies, improved stakeholder coordination, and an increase in donor interest. The project also laid the groundwork for long-term urban resilience, helping the municipality attract development partners and re-establish itself as a viable, functioning city center.
